WSUS 6.2, The files for this update have not yet been downloaded - .NET Framework 3.5

I need some assistance with this problem that I noticed after deploying WSUS.

WSUS Version 6.2.9200.16384 on Windows Server 2012 Standard.

I discovered the problem after having to install .NET Framework 3.5 (for .NET 2.0) on the WSUS 6.2 server in order to install Windows 2008 Reporting Services.  I discovered that the .NET Framework 3.5 updates are not being downloaded.  Also about 200 updates seem to be affected by this or similar issue.

If I switch a Windows Update Client to use On-Line Windows Updates, the client is presented with about 5 or 6 .NET Framework 3.5 security updates.  When I switch that client to use the WSUS server, the client the updates are not shown.  I am making the .NET Framework 3.5 security updates my "use case" because these are applicable to the Windows 2008 Reporting Service used by WSUS 6.2.  These updates are "Approved for Installation" with 98% computers already installed (probably before deploying WSUS 6.2).  The updates also are flagged as "Needed" by at clients.

I tried:  ./%ProgramFiles%"\Update Services\Tools\WsusUtil.exe" reset

But after a day I did not see any change in the files wait to be downloaded.  I know WSUS appears to be working because clients are getting MSE (Microsoft Security Essentials) updates.  My settings are also configured for saving Express Updates on the server (only using 1 server).

I would like assistance for:

1) Where do I find a log and what should I look for to troubleshoot why WSUS will not download particular updates.  Perhaps this log will indicate if there is a network problem or other issue between the WSUS Server and Microsoft's Update Service providers. 

For example:  My assumption is that if the WSUS server can access on-line updates by running Windows Update manually, the WSUS Service running on the WSUS server should be able to access and download the updates.  There must be a log somewhere that provides information regarding the result of the WsusUtil reset command - besides the standard Event log results.

2) What is the procedure to "force" WSUS to immediately (or relatively soon) download particular updates in the "Approved, Needed, but not yet downloaded" status?
