Any explanation for why this unapproved update does not appear in the All Updates view in WSUS?

I'm a little confused by the fact that an update from July 2012 for Outlook is not approved on our WSUS, and does not appear in the filtered Unapproved view for All Updates.  It's forKB2596598, which is an update the our Outlook 2007 clients need to have by Oct 2013 for them to work with upgraded Office 365.

Since that update was released in July 2012, I thought it would already have been approved as part of our WSUS maintenance.

I searched for the KB and found that the update is not approved - screenshot below.  This has made me worry if there might be something wrong with our approval process.

To investigate further, I thought I would look for this update in the All Updates View in WSUS, which is the area from which we would typically find and approve required updates. I changed the View in All Updates to be Unapproved, any status, and showed the KB column, and sorted by KB.  I was expecting to see that update in the screenshot below, at the top of the list, above the language pack for KB2607607.

It's not there.

The KB2596598 update does not appear on this unapproved filtered list, yet it is unapproved when I search for that specific KB and run the status report as above.

What is the most likely explanation, please?
