WSUS Client Reporting in WSUS 3.1 but not getting approved Updates

So, I installed WSUS and ForeFront Client stuff along with SQL 2005 on a brand new server by itself. I followed the following microsoft article on what needs to be installed to push out MS ForeFront to all desktops via WSUS (http://technet.microsoft.com/en-us/library/cc901471.aspx). Everything installed without problem and I have WSUS up and running without any apparent issues on the server. I change my GPO to point the server to the new WSUS server and they all report fine in WSUS saying their Server name, IP address and OS version. And they alos say which updates they require, so everything seems good. But as soon as I check on the server and or client, it shows that there are no new updates. So I run the WSUS Client Daig and I get the following output:

        Background Intelligent Transfer Service is not running. PASS

GetFileVersion(szEngineDir,&susVersion) failed with hr=0x80070002

The system cannot find the file specified.

I have searched high and low and cannot determine what is causing this problem. Now if I unlink the GPO from forcing my servers and clients to come to my WSUS server, it can go out to the MS updates site and download the newest updates and show that they are pending to install. If anyone can point me in the correct direction, thank you.
