We have several updates that say they cannot be approved because the Microsoft Licensing Terms are still downloading. The amoumt of data downloaded on the staus page has not changed. I ran the BITSAdmin utility and there are 10 jobs listed.
The event ID's are 364 saying the operation has timed out. The other is 10032 saying the server is failing to download updates. The server does not go through a proxy to download updates and all the sync's seem to work fine.
