Windows 2008 R2 Service Pack 1 now required for Windows Updates?

Can someone confirm that what I am seeing in my environment is correct.   None of my WSUS clients with 2008 Server non-service packed will download new updates since May 2013.    The clients appear to function normally and simply state that no new updates are available.   The only way to make them download updates again is to apply SP1 at which point it catches up and downloads all approved patches since May.

I assume this is due to the end of life cycle for non SP1 or later installations of 2008 Server.   Is this correct?

I find it hard to believe they'd stop putting out updates for that and still put out updates for 2003 Server and its various builds.

Is there any way around this other than updating all of the clients to SP1?

SP1 install is my planned fix but will take some time in my large environment.
