Internet Explorer 10 via WSUS not working (previously imported IE10 via WU Catalog)

Using WSUS 3.2.7600.226, with Internet Explorer 10 previously being installed for 3+ months via imported Windows Update Catalog 'definitions' (or whatever they're called) to 99.9% of our workstations, now that the WSUS metadata has been updated to include IE10 (Oct 8 I believe, http://support.microsoft.com/kb/894199 ) our WSUS no longer detects IE10 as a needed update for our clients (Windows 7 Pro x64). A freshly installed WIndows 7 SP1 x64 system will remain on IE8 even after being fully patched by the WSUS server, and IE10 is never detected as installed nor needed.

I have attempted to Decline the three "Internet Explorer for Windows xxx" updates (Win7 x86, Win7 x64, and Win2k8 R2) and then ran a cleanup wizard to delete them from our WSUS, and then re-scanned for updates from clients but none are picking them up as being already installed or needed for any of our 155+ clients. I'm running out of ideas as to how to get this to work... any suggestions would be appreciated.

Edit: forgot to mention that all updates mentioned in Step 2 of http://support.microsoft.com/kb/2820688/en-us have already been installed or are detected as not applicable to the system (they are all marked for Install in WSUS already).
