Ran WSUSUTIL RESET on a Disconnected WSUS Server, Now All Updates Are Reporting As Needing Downloading

II ran WSUSUTIL RESET on a disconnected WSUS server without fulling understanding how it functions.  Now all the updates are saying that they haven't been downloaded yet even though they are in their respective WSUSCONTENT folder.  Does anybody know how to fix this problem?  Thnks...
