Why would/could a brand new Win10 PC -- trying to use Microsoft hosted Windows update as Source for a repair of StartMenu (using DISM) -- not be able to, yet it has been receiving windows updates automatically, both before and since the incident on January 13, and another Win 10 PC on same home network (also using Norton Internet Security) is able to run the same command and access the Microsoft hosted Windows update Source?

Been struggling with a corrupted primary user profile on 1 month old, BRAND new (not upgraded) Windows 10 Dell desktop. This new PC received windows updates on 12/29 (Day we took it out of the Dell box as brand new), On January 5th, and on January 13 (the
day profile corruption started.) This update may have caused the corruption as the PC rebooted itself overnight after receiving update?) I manually removed that update -- Security Update for Microsoft Windows (KB3124266) -- and rebooted and did not fix. I
have since received (automatically, no intervention by me) Windows Updates, including the one that installed itself on13th that I removed on 13th:

Corruption is Startmenu not working. Trying to run DISM to repair it and unable to hit the correct SOURCE of Win 10 files to repair. Yet I am able to (NO PROBLEM) hit the Microsoft hosted Windows Update source location using a Win-7 but upgraded to Win 10) laptop on same home network. Neither of these machines has any special configuration by users about accessing Windows Update.
I wouldn't be asking this but my attempts to use Win10 repair sources both from Dell and Microsoft on this PC also receive same result: 0x800f081f - CBS_E_SOURCE_MISSING]
Here is an example of the CBS log when trying to hit the Microsoft hosted source resulting in: "WU: Update service is not default AU service, skip. "
